Welcome to the Telecom Commercial Communications Customer Preference Portal of the TRAI!

The Indian telecom Industry with nearly 900 million subscribers is the second largest wireless market in the world. Low tariffs and direct reach to consumers has made SMS and direct calling one of the most cost effective ways of selling services and products. However, telemarketing has brought with it serious issues of invasion of privacy and has become a major irritant to customers.

To holistically curb this growing menace and effectively regulate unsolicited commercial Calls and messages, TRAI has notified "The Telecom Commercial Communication Customer Preference Regulations, 2010". All the provisions of regulations come into force from 27th September, 2011.

The Telecom Commercial Communications Customer Preference Portal is a data base containing a variety of information prescribed in "The Telecom Commercial Communications Customer Preference Regulations, 2010".


Customers- Customers (landline and mobile) who do not want to receive commercial communications can dial or SMS to 1909 (toll free) and register in either of the two categories:

Fully Blocked Category- stoppage of all commercial Calls/SMS
Partially Blocked Category- stoppage of all commercial Calls/SMS except SMS from one of the opted preferences

For registering option using SMS, for 'fully blocked category', write "START 0" and send it to 1909. For 'partially blocked category', send SMS 'START' with one or multiple options from the list of seven categories.

There are at present 7 preferences to choose from- Banking/Insurance/Financial Products/Credit Cards-1, Real Estate-2, Education-3, Health-4, Consumer goods and automobiles-5, Communication/Broadcasting/Entertainment/IT-6, Tourism-7.

For example: To receive messages relating to only Health products, then send SMS "START 4" to 1909. Similarly, for receiving messages relating to Real Estate and Education, send SMS "START 2,3" to 1909.




On successful registration, customer will receive an SMS confirming exercised options and a Unique Registration Number within 24 hrs. The registration will be effective within 7 days of placing the request with the service provider. The customers can check the status of their registration by clicking on "Customer Registration Status".

Customer can also change the preferences after 7 days of registration or the last change of preference.

If customer receives UCC even after 7 days of registration, he can register a complaint with his service provider within 3 days of receipt of such UCC by dialing or sending SMS to 1909. Customers will have to provide the telephone number or header of the message from where the call or message has been received, short description of such call or message along with the date of receipt of call or message.




For complaint through SMS, customer has to send SMS "the unsolicited commercial communication, XXXXXXXXXX, dd/mm/yy" to 1909. Where XXXXXXXXXX - is the telephone number or header of the SMS, from which the UCC has originated.The telephone number or header and the date of receipt of the unsolicited commercial SMS may be appended with such SMS, while forwarding to 1909, with or without space after comma.

Service Provider will take action on complaint and inform the complainant within 7 days of lodging of complaint. Customers may check registration status of his complaint through the link "UCC Complaint Registration Status".




Customers not registered with NCPR can also identify the commercial calls because they will all come from numbers starting with '140'. This is a series specially earmarked for telemarketers.

Also, in order to control the possibility of SMS packages (those allow a very large number of SMS per day) to be used by the telemarketers for sending large number of SMSs from a normal telephone number, a limit of 100 SMS per day per SIM has been laid down under these regulations except on blackout days.

Further, all commercial calls or SMS except the transactional SMSs will be sent to the customers only between 9 AM and 9 PM.

Telemarketers- This portal also facilitates registration of telemarketers. Existing telemarketers also have to re-register with TRAI. To register as telemarketer, click the link "New Telemarketer Registration" and follow the instructions. Payment of registration fee can be made through online mode (credit card/debit card/Internet Banking) or offline mode (cash or DD). Registered telemarketers can download the data base of customers registered on NCPR through this portal using their login credentials and it shall be their responsibility to ensure that no call for SMS is made to such numbers.

Access Providers- This portal also provides Guidelines and procedures to be adopted by Access Providers under the menu"Access Providers". Access Providers can do various activities in accordance with the regulations through this portal using their login credentials.

Refund Banker

The 'Refund Banker Scheme,' which commenced from 24th Jan 2007, is now operational for Non-corporate taxpayers assessed in Delhi, Mumbai, Kolkata, Chennai, Bangalore, Bhubaneswar, Ahmedabad, Hyderabad, Pune, Patna, Cochin, Trivandrum, Chandigarh, Allahabad, and Kanpur.
In the 'Refund Banker Scheme' the refunds generated on processing of Income tax Returns by the Assessing officers/ CPC-Bangalore are transmitted to State Bank of India, CMP branch, Mumbai (Refund Banker) on the next day of processing for further distribution to taxpayers.
    Refunds are being sent in following two modes:
  1. RTGS / NECS: To enable credit of refund directly to the bank account, Taxpayer.s Bank A/c (at least 10 digits), MICR code of bank branch and correct communication address is mandatory.
  2. Paper Cheque: Bank Account No, Correct address is mandatory.
Taxpayers can view status of refund 10 days after their refund has been sent by the Assessing Officer to the Refund Banker - by entering 'PAN' and 'Assessment Year' below.

Status of 'paid' refund, being paid other than through 'Refund Banker,' can also be viewed at www.tin-nsdl.com by entering the 'PAN' and 'Assessment Year' below.
'Refund paid' status is also being reflected in the 'Tax Credit Statements' in Form 26AS.

From which date the refund banker has been implemented?


The refund banker has been implemented from January 24, 2007.

In which cities the refund banker has been implemented ?

 
The refund banker facility is operational for non-corporate taxpayers assessed all over India.

Who will send the refund to me?
 

The State Bank of India (SBI) is the refund banker to the Income Tax Department (ITD). The Cash Management Product department of SBI (CMP SBI) processes the refunds under the refund banker scheme. Details of refunds are forwarded to CMP SBI by the ITD. CMP SBI processes the refunds and sends the refund intimation to the taxpayer.

How will the refund be sent to me?
 

Refunds are generated in two modes i.e., ECS and paper . If the taxpayer has selected mode of refund as ECS (direct credit in the bank account of the taxpayer) at the time of submission of income return the taxpayer’s bank A/c (at least 10 digits ) and MICR code of bank branch and communication address are mandatory .

For taxpayers who have not opted for ECS refund will be disbursed by cheque or demand draft.

For generation of refund through paper cheque bank account no, correct address is mandatory.

How can I know the status of my refund?
 

The taxpayer can track the status of its refund from the Departmental Website www.incometaxindia.gov.in / NSDL-TIN website www.tin-nsdl.com by clicking on “Status of Tax Refunds”.

Refund status can be tracked by entering the PAN and Assessment Year for which refund is to be tracked.

If I have shifted my residence whom should I contact for updating my correspondence address for receipt of refund?
 

The tax payer should contact its Assessing Officer and inform about the change in the correspondence address.

If my bank account has been closed how will I get refund credit into the account?
 

In case of change or updation in the bank account number the taxpayer should provide the correct account number along with the MICR code where credit is to be effected to the Assessing Officer.

Whom do I contact if the refund dispatched has not been received?
 

The tax payer can contact its local post office with the speed post ref no displayed at the NSDL-TIN website

I have received the physical ECS refund advice and status of refund is “paid” on website of refund status track but my account has not been credited. Whom do I contact?
 

In case credit is not effected in the taxpayer account through ECS but the refund advice has been received by the taxpayer AND the status shown is “paid”- in that case, the tax payer should contact his bank or SBI. You should contact SBI at the following address.

I have neither received the physical ECS refund advice and status of refund is “unpaid” on website track. Whom do I contact?

 

The tax payer should provide the correct account number and MICR code to concerned Assessing officer, where credit is to be effected. The Assessing Officer will inform SBI to send a fresh refund cheque to the taxpayer.

How do I rectify any mistakes in the name, assessment year, PAN, account number printed on the refund cheque delivered to me?
 

In case of any mistakes on the refund cheque delivered to you, the following should be done:

i) Send the original refund cheque to CMP, State Bank of India at SBIFAST 31, Mahal Industrial Estate, Off Mahakali Caves Road, Andheri East, Mumbai - 400 093, Phone Number: 18004259760, along with a letter informing the mistakes on the refund cheque.
ii) Send a copy of the letter along with a copy of the refund cheque to your Assessing Officer.
iii) Retain a copy of the letter and refund cheque with you.

If somebody else’s refund cheque / advice is delivered to me what should I do?

The taxpayer can track the status of its refund from the NSDL-TIN website www.tin-nsdl.com by clicking on “Status of Tax Refunds”.

Online Upload- Form 24G Statement

Registered Accounts Offices (AOs) can file Form 24G Statements through AO Account (AIN Online registration) at TIN website. No charges are payable for the Pay and Accounts Office (PAO) for online Upload of Form 24G. For registering AIN online at TIN website, the first Form 24G statement must be filed through TIN FC only and the same needs to be accepted at the TIN central system, after which AO can register AIN Online. The lists of TIN-FCs are available on TIN website.



Upload Procedure


  • Form 24G Statement has to be prepared as per the data structure prescribed by the Income Tax Department (ITD). The data structure is the same as prescribed by ITD for furnishing of electronic statements through TIN-FCs. Form 24G Return Preparation Utility can be freely downloaded from www.tin-nsdl.com.

  • After preparation of the electronic statement, the electronic statement has to be verified through the latest version of File Validation Utility (FVU) provided by NSDL which can be freely downloaded from the TIN web-site. The file generated by the FVU is to be uploaded online.

  • The User can login to the TIN central system by providing AIN, User ID and Password.

  • After successful login, the User has to select Upload option from the main menu. The User has to choose sub option "Form 24G" and upload the electronic statement (FVU passed file) to the TIN central system.

  • The maximum length of the file name should be 8 characters.

  • User can upload multiple files.

  • The status of the electronic statement uploaded can be viewed by selecting View Status from the main menu.

  • After upload of the electronic statement, the TIN central system will perform format level validations; check the AIN - User ID association. In case electronic statement is invalid or the AIN (for which the electronic statement was uploaded) is not associated to the User i.e. User uploads an electronic statement online for an AIN which is not associated with it, the electronic statement uploaded will be rejected.

  • In case of successful upload of Form 24G Statement a Provisional Receipt will be generated. The AO can view and print the Provisional Receipt.

  • AO uploading of Form 24G Statement through AO account should not submit Form 24G statistic Report, CD / Pen drive for accepted Form 24G Statement statements to TIN-FC or NSDL.

In the post login of AO account, option to View/Download Book Identification Number (BIN) is provided.
  • In order to view/download BIN details, select the period (Month & Year) for which Form 24G statements has been filed. To view/download BIN for specific TAN, mention the TAN of DDO and period (Month & Year) for which Form 24G statements has been filed.
  • BIN will be generated only for those DDO records for which valid TAN is provided.
  • User will be able to request BIN (view/download) maximum for a period of 12 months.
  • Verification of amount of tax remitted to Government is optional. In order to verify the amount of tax remitted, the AO has to select the check box and provide the amount of tax. If the details matches with the amount present at TIN central system, ‘Amount matched’ will be displayed, else ‘Mismatch in Amount’ will be displayed.
  • The downloadable file will be carat (^) separated text file.
  • Downloaded file will be compressed and password protected.
  • Extract Zip file containing BIN details in text form by using WinZip version 9.0 and above, WinRaR version 3.90 and above and 7-Zip version 4.65 and above.
  • Password for extracting the contents of the BIN file will be 7 digit AIN.
  • File will contain DDO record with valid TAN along with corresponding BIN.
  • In case of large number of record, file will be split into multiple files.

Reset of password for AO Account Password for the AO account can be reset by opting any one of the feature as below:

Reset password: In case the user opts for this facility for reset of password, then details as below will be required to be provided:

On successful verification of the above values, a request number will be generated and within 24 hours system generated new password will be e-mailed at the registered e-mail ID. On receipt of ‘reset password’ (system generated) from TIN, follow the instructions as below:
  • Login to AIN account with user ID and password (system generated provided by TIN).
  • On first login, user will be forced to change the password.
Forgot password: In case the user opts for this facility, then details as below will be required to be provided:
  • User ID
  • Security question selected on registration of AIN/creation of user ID

  • On successful verification of the above values, user will be prompted to change the password.

AIN Registration

The Accounts Office (AO) can register their AINs online. After successful registration, AO can login with user ID and password.
On login, AO can View/Download Book Identification Number (BIN) Details and update demographic details.
BIN consists of the following:
  • Receipt Number: Seven digit unique number generated for each Form 24G statement successfully accepted at the TIN central system.
  • DDO Serial Number: Five digit unique number generated for each DDO record with valid TAN present in the Form 24G statement successfully accepted at the TIN central system.
  • Date: The last date of the month and year for which TDS/TCS is reported in Form 24G. Date will be in DD/MM/YYYY format.
AO has to communicate the BIN details to the respective DDO.
BIN is to be quoted by the Drawing and Disbursing Officer (DDO) in transfer voucher details in their quarterly TDS/TCS statements.

    1. Select the User ID and Password for operating AIN account.
    2. Password entered is case sensitive.
    3. Password should be of minimum 8 characters and maximum 14 characters.
    4. Preserve the user ID and password provided.
    5. Select Security question and corresponding answer
    6. Preserve the security question and corresponding answer.
  5. Generation of Acknowledgement/ AO registration number
    1. After filling up the information, click “Submit”. On submission of details, if any errors are provided, rectify and re-submit the form.
    2. A confirmation screen with all the data filled by the user is displayed. The same can be either confirmed or edited by selecting the respective option provided at the end of the screen.
    3. On selecting the option ‘Edit’, user is taken to the page of registration for editing the details.
    4. On selecting the option ‘Confirm’, 12 digit acknowledgement number will be displayed.
    5. Print the acknowledgment and preserve the same for future use.
    6. For future correspondence, mention the AIN registration number provided by TIN along with the AIN.

PNR status of Indian Railways or IRCTC booking can be checked online by Entering the 10-digit PNR (Passenger Name Record) number and click on the Get PNR Status button. You will find the PNR number. 
Indian Railways allows you to check the PNR status of your reservation in few other ways. You can use SMS or regular phone. If you use the SMS service, then you will get a response back with reservation details including seat number. Please be aware that these services may charge you.
